PayPal Error Codes

Reason: Customer account declined - UNPROCESSABLE_ENTITY (x999999)

This is a standard Paypal decline code. The number in parenthesis is the debug ID, which a merchant can use to escalate with PayPal to find out more information.

PayPal tells Shuttle the following:
 PAYER_CANNOT_PAY: Payer cannot pay for this transaction. Contact the payer
to find other ways to pay for this transaction.
